Harbor prioritizes the development of services that have been identified as highly needed by individuals/families and other stakeholders within our community. Through the Letter of Interest (LOI) process, Harbor posts and accepts applications for the services we are currently in need for development. The development of services through the LOI process does not include any start-up funds and the applicant is expected to cover all development costs. Individuals and agencies who meet the requirements for the proposed service of an identified service are encouraged to submit applications following the instructions provided within the LOI announcement. Applications are reviewed by the Resource Development Team and if eligible, may move forward to the next stage of development and vendorization.
Should an interested service provider not see their preferred service posted as a current need for development, Harbor encourages them to check our website regularly, as posted needs will continue to be updated throughout the year.
Applicants should only submit applications for posted LOIs listed below. All LOIs and required documents must be submitted electronically to the email address listed in the posted LOI. Please refer to the LOI for submission deadlines.
Letter of Interest (LOI) Licensed Psychologists (Psychological Testing)
Harbor Regional Center is accepting applications for the following: Service Code / Type: Service Code 056: Interdisciplinary Assessment Service
Rate of Reimbursement: Psychological Testing Services will be reimbursed at an hourly rate, calculated under the Usual and Customary Rate process.
Location: Harbor Regional Center catchment area (See Map) including Catalina Island
Service Description: Harbor Regional Center is seeking qualified licensed Psychologists to become vendored to provide psychological testing and related services for children and adults. The majority of the testing will serve to evaluate for the presence of an Intellectual Disability and/or Autism Spectrum Disorder. There also will be need on occasion to conduct other assessments to evaluate for mental health diagnoses and/or other neuropsychological conditions.
Applicants responding to this LOI who are currently vendored service providers for any other regional center must have services in good standing.
Applicants must disclose any potential conflicts of interest per Title 17, Section 54500. Applicants, including members of governing boards, must be in good standing in regards to all services vendored with any regional center. For partnership submissions, all partners should have full knowledge of the contents of the proposal submitted and must demonstrate commitment to the project during start-up as well as ongoing operations.

Letter of Interest (LOI) Registered Nurse
Harbor Regional Center is accepting applications for the following: Service Code / Type: Service Code 744: Registered Nurse (Assessments and Intervention).
Rate of Reimbursement: Registered Nurse services have individualized rates set by DDS. As of 7/1/2018, the rate is $60.86 per hour.
Location: Harbor Regional Center catchment area (See Map) including Catalina Island
Service Description: Harbor Regional Center is seeking qualified Registered Nurses to become vendored to provide Nursing Assessments for children and adults with developmental disabilities who live in a variety of settings (with family, in residential care homes, and independent living.)
