application for services
should you apply for services?

Individuals and families are most likely to apply for services from HRC if the individual (or son, daughter, or relative) has shown some developmental delays. Perhaps a doctor or school has suggested that our services may be helpful.

Harbor Regional Center provides free Intake and Assessment services for  individuals who live in the HRC service area, and who are believed to have a developmental disability, as well as to infants & toddlers believed to have a significant developmental delay, or an established risk for a developmental disability. The intake or application process is specialized according to whether the age of the applicant is between birth and 36 months, or 3 years and over.

The California Department of Developmental Services and Department of Education have produced a brochure which may help a parent or caregiver who has concerns about a child's development, to determine whether an assessment may be needed.

Motivos de Preocupacion (Spanish Brochure)

Birth to 3 years
Information on how to obtain a developmental assessment to determine whether a child under the age of three has an eligible delay, risk condition, or disability, and if so, qualifies for Harbor Regional Center Early Childhood Services.

Age 3 and Over
When an individual who is age three or over is referred to Harbor Regional Center, an Intake Counselor will review available developmental and medical information, coordinate additional evaluations by a clinical specialist or team to determine whether there is a diagnosis of a developmental disability, and whether the individual qualifies for HRC services.
